    Coarse is designed to remove deep scratches...  Hi gloss is for an added high shine for certain harder material to polish.  Many shops start out by going Coarse, 1,2,3 than Hi gloss.  Over time once you learn to the pads to your style you will be able to know when to incorporate the coarse or Hi gloss.  Many shops just use postions 1,2,3 on most material.
